The Castro retaliation theory holds that Fidel Castro, after learning of the joint CIA-Mafia Operation Mongoose attempts on his life (including the poisoned wetsuit, exploding cigar, and Mafia-contracted killings), authorized preemptive retaliation against Kennedy.
Castro himself gave a September 7 1963 interview to AP reporter Daniel Harker in which he warned 'United States leaders should think that if they are aiding terrorist plans to eliminate Cuban leaders, they themselves will not be safe'. Lee Harvey Oswald, the alleged assassin, had spent time in Mexico City visiting the Cuban embassy in September-October 1963.
