Cited mechanisms include central bank coordination via the Bank for International Settlements, supranational policy laundering via the UN and WEF (Klaus Schwab's Great Reset), false-flag terrorism (9/11, 7/7 London), and engineered economic collapses.

The framework predates Icke (it draws on Carroll Quigley, Antony Sutton, Gary Allen) but Icke is the most prominent contemporary popularizer, fusing it with the reptilian and Saturn-Moon layers above.
